The NHRC’s action follows a protest on May 23, 2025, in Beging village, led by a prominent human rights activist and Convenor of the Siang Indigenous Farmers Forum. Approximately 400 individuals participated in the demonstration, highlighting the community’s strong disapproval of the project.

Notably, villagers in both Siang and Upper Siang districts have opposed the deployment of armed personnel in Beging for the proposed 11,000 MW Siang Upper Multipurpose Project. The state police confirmed that authorities deployed forces in Beging, Geku, Yingkiong, and Boleng.

The Siang Indigenous Farmers’ Forum states that the Central Armed Police Forces have forcibly entered Beging, the proposed site for pre-feasibility report activities, despite constant protests from the affected villagers.
